OR you canclip them into just about anything which makes them great for when using templates!
Now in almost any way other than using them in obvious way as peices in your background its great to know how to use the clipping mask. For PSE its simply CTRL+G, for PS its right click on the paper and chose create clipping mask, and for GIMP you use your magic wand tool select what you want the paper in then select your paper layer in palates copy and then paste. Sorry, I don't know how you do it in PSP.
Also, you can crop the paper into just about any shape and use it as an element in your siggy.
Really, what you can do with papers in siggies is endless, I for one use them ALL the time.
