They're basically images with transparent backgrounds. PSP has a special tube function, where you can 'paint' with the tubes and increase and decrease their size without losing much resolution. I'm pretty sure that PS can only open them, not actually 'use' them like PSP can.
If you download the .tub file, all you have to do in PS is open that file, then you can use the image as a regular transparent background image and copy and paste it into your document.
Do check before you download that the image offered as a tube is actually a .tub file. Lots of sites offer 'tubes' which are actually .psp files and I don't think they can be opened in PS.
This is true. There is a file that you can put in your preferences file section of PS that will allow you to open .psp files. I'll see if I can find it again.
