Maybe try to add the border and drop shadow after you add the noise? I dont use PSP, but maybe that will help? Or if you can put the border on a different layer?

That would be my suggestion too. Hopefully Ann or Kim or some other PSPer will see this and know more.

I don't know how you did your glitter text (adding noise or using a glitter pattern), but when you type your text (base text before adding noise, or a layer of glitter patterned text), duplicate that layer. Click on it, and increase the stroke size and make it white. Rasterize that layer. Do not merge it with your text. That will be your white stroke layer. You can add your drop shadow to it, on the same layer or seperate layer.

If you adding noise to your text you will then duplicate your original text layer (not the white we just did) and add noise to those 3 layers.
If you are using pattern text, do it like you would have done it adding a pattern to 3 different layers, not the white one of course.

Let me know if this help. I don't have time to do a step by step tonight, but let me know if you need it I will try to do one this weekend. Let me know also if you are using the noise method or the pattern method.

I will try to do a step by step as soon as possible. What type of glitter are you trying to do? Are you adding noise to make the glitter or are you using a premade glitter?
