I'm not sure what to tell you for advice, other than to keep working with her. Maybe try using some real objects to show her which one is bigger or smaller. Using the words more and less might help. DS1 is 5 1/2 and he understands more and less. Try to find some beads or something small (you could use some macaroni noodles or something in the kitchen if you don't have beads) and give her two different piles. Ask her to count them and tell you which one has more or less.

I definitely think you are making the right decision with HSing. We had the same problem with the PS... they just don't care! DS1 needs more one on one attention and has learned so much more in the time he has been home with me than he did for his 5 months in Kindergarten in PS.
