Rocking back on all fours is 110% totally normal! In fact I don't know of one baby who has NOT done it. My 6 month old does it, and so did my 3.5 year old. They both do/did it when they were just starting to get up on all fours and could see an object or a toy that they wanted. They would focus on it, rock, then go. Its totally normal.
