Make up for Tweens?

I think girls shouldn't wear makeup until they "need" it. At that age, all little girls are pretty. They still have that youthful skin, shouldn't have bags or anything under their eyes, and usually have thick eyelashes. Most don't have blemishes they need to cover up either. I wouldn't count lip gloss as makeup and would allow that a little younger.
I think I was 16 or 17 when I started wearing makeup regularly. It was when I started to lose that baby youth to my face. Still less than most girls my age. I didn't do nighttime "going out" makeup until I was dating.
My sister hit the nail on the head. She said we're going to look back on this decade of styles and clothing and say "Remember when we all dressed like sluts?"
It's sad, but pretty true. Whatever happened to "Remember scrunchies and dressing like we were going to Jazzersize 24/7"?
