Please help how do I handle this?

I'm new to this board. I'm a mother of twins and have been sending them to a home day care for about a year now. I think I'm a pretty good parent as I always pay my my day care lady on time or a day early, I don't send them sick, any hint of a sickness I keep them at home. I pay her weekly rates and the are only there from about 8:45am-4pm (my kids are the last ones there and the first to be picked up). If I'm going to be late getting there or if I think my husband will be late I ALWAYS call but that rarely happens. If I think my kids need more food in the morning because they didn't eat well the night before I send breakfast with them- eggs and ham.
Here is the issue. There's this kid at her day care who keeps HITTING my twins. I told my kids to just tell one of the adults and walk away from him. My twins are 4 years old. I spoke to one of the day care helpers (she has 4 helpers) and the lady there told me that he has issues (divorced home, potty trained late, still needs to eat in a high chair, and hits people) she told me that he needs to be hit back and that they should hit him back, but I'm taking that as she was just blowing off steam not something that needs to be done. What should I do? I don't want to take my kids out of there but I won't tolerate them being bullied by another kid. How should I approach this issue? Obviously I need to talk to my sitter but how would you handle this?
