We're not military so I can't really give you specific advice about that. But for us, while we were fostering Ellie before the adoption was final, we couldn't take her out of the state without special permission. I would think this might* be an issue for military families if you start fostering and then get transfered. Probably not a deal breaker, but like I said I'm no expert. It's just a thought.

As far as being a SAH parent...No you don't have to be. But the state or foster care agency would have to approve of your child care arrangements and I'm sure the details of that vary a lot state by state.
