I vote phase.
My oldest daughter did that in reverse. Literally for the first 18-20 months she wanted NOTHING to do with her daddy and would scream/cry/crawl/walk away from him. And then one day she just LOVED him and wanted nothing to do with me when he was around. Eventually it evened out and she'd be fine with both of us when we were together.
