The most recent info I have is from 2008. It includes primary cesareans and low risk moms only.

Texas Womens 30% (This is a lie, lie, lie, lie, lie. They classify low risk women as high risk in order to skirt this statistic. I think their overall c/s rate is something like 60%.) VBAC rate 3.7%
St Lukes - 20% VBAC 10%
Memorial Hermann - 21% VBAC 7.6%
Clear Lake Regional - 20% VBAC 4%
Mainland Medical Center - 32% VBAC 1%
Christus St. Catherine - 17% VBAC 4%
Cy-Fair Medical center - 21% VBAC 5%
Memorial Hermann Memorial City - 28% VBAC 0%
Memorial Hermann Northwest - 11% VBAC 1%
Methodist - 18% VBAC 4%
St. Joseph's - 12% VBAC 10%
Tomball Regional - 12% VBAC 1%
UTMB - 15% VBAC 7%
West Houston - 19.26 VBAC - 0%

The county hospitals. Vaginal birth is cheaper you know!!!
LBJ was only 6% VBAC 30% (Highest in the state. I was gonna show up here in labor if I couldn't find a VBAC doc!!!)
East Houston 11.35% VBAC 7%
Ben Taub was 13% VBAC rate 29%

Houston houses both the highest and lowest rates in Texas. There are 41 delivering hospitals in the Greater Houston Metropolitan Area, so this is just a small sampling.
