I'm not much help, but I think you should really emphasize that she is hurting her brother, making him sad, etc. Ask her if she wants to hurt him (I'm assuming she says no, if the answer is yes there may be a bigger problem). Then tell her she has to go sit by herself for a minute where she can't hurt him and you have to take care of him because he's hurt.
