Many people decide to have a baby when they are financially stable, and then before baby comes or shortly after baby comes, life happens (losing a job, being laid off, etc). Whenever we have debates like this I always get the impression that people think it's only poor people who plan to have a baby while being poor, or those who just make "enough" to get assistance are having babies to keep getting assistance and be lazy. But in reality, at least in my experience, that is a minority of people, and the majority of those who would benefit from assitance are the ones who were working and financially stable and then fell on bad luck/hard times.
