I haven't experienced this personally, but my friend has and she had a terrible time trying to get her daughter to stop it.
What about asking him to have gentle hands, that we don't play rough with our friends and if he can't be nice to the cat and dog, he will have to miss out on doing something special with the family if he can't play nicely
We use the taking away consequence for our daughter who's almost 3 (and our son who is 5) as well, works very well. Dolly gets put away until mummy/daddy is ready to give it back at the end of the day.

Sorry not really much help though Hopefully something works before he gets hurt
