I think it must be normal for the age!!
Hugo can be quite the little snot when he's overly tired! Being too tired is his trigger and I think this age is hard because most of them are done with napping, but making it through the whole day (esp. if they have to get an early start) is pretty hard for their little systems. It's also hard not to get their way all the time and fully realize how little control they really have over the world around them.
