I'm all for reduced speed limits in school zones. Reduced speed isn't just for kids, it's also for cross walk guards, people picking up/dropping off, school buses, etc. The nearest school here actually has the road completely blocked off during school hours, you cannot go down the road that goes in front of the school.
I also think everyone is responsible for one another. When I'm driving I'm also responsible to make sure I slow down, stop, etc and abide by the laws. That doesn't mean the pedestrian is not responsible at all, it makes us both responsible to the law etc. Teaching kids is also still a great way to teach them about laws and looking for cars, and some drivers still dont' pay attention or think they're hot **** going faster than they should.
