I don't think we have speed limits here but it's just common sense. And yes, they still teach the kids parking lot/road safety. They even make their own videos about it each year.
As for your question, if it happens in our city, no one really has a right to DO anything about it at all. You don't follow the speed limit you'll get ticketed, plain and simple.
People triple park where I work. Just stop right in the middle of the road with no regard for cars needing to get through. I guess it beats the people who decide to suddenly whip a u-turn right in front of you.
