Reducing the speed limit in school zones to me is less about actual speed and more about getting people to pay attention. I know when I go through a school zone I pay more attention to my surroundings than I do normally. Yes kids should learn to check both ways and whatnot, but come on... they're kids. Their brains haven't even developed all the way yet. We can only expect so much from them.
I do think it would bother me if the speed limit was that low all the time. Here it only goes down for a few hours around when school gets in (like two hours before and one after or something) and then again around the time school gets out. There's no need to go 15MPH at midnight on a Saturday.
