Usually I think either, "this person looks good/has a good sense of style" or "that's a nice outfit", or "that outfit looks expensive but it isn't flattering".
Not all expensive clothes look good on the person wearing them. And just because someone has money doesn't mean they have style or the ability to put together a look for themselves.
I'll admire a person with style. Someone who lacks style I will sort of feel bad for. Especially if they just spent a ton of money to look.........really bad.
