As long as they don't use physical or excessive means, and they aren't yelling or cursing, then by all means, if my child is in your home or business, you have the right to uphold your rules. If your child is in my territory, I will uphold my rules when they are broken. Even if it means telling a complete strangers child not to touch, to get down, or to put that back.Of course I would never yell at or touch them unless they were in danger, but I will be perfectly happy to kick Mom out if the kid is being a brat.
