You're right about kids having a hard time rebounding once they've been tagged as 'victim'. Not only do the bullies continue to harass that unfortunate kid, but classmates always avoid unpopular peers.
One way to reverse this is the "Bold Move" strategy. (You can read more about it at The Total Bully Solution http://www.totalbullysolution.com) Instead of skulking around in a different class and hoping things will be different, a kid needs to do something dramatic and decisive to change their reputation.
