I agree with your advice wholeheartedly. We're having the cell phone battle with our 13 yr old. She's been told that our rule is when the child is 16 & can pay for it themselves. She's not happy because her parents and previous foster parents allowed her to have one. We allow her to use it to call her parents, but that's it (and it's to keep them from having our number) the rest of the time it stays with me.

They also make cell phones for kids now that can only be used to call 911 and 4 or 5 pre-programed numbers. That could be a way to see if he can handle the responsablity of one and still have him fit in with his friends.
