Eric and I have always agreed that we'd follow video game ratings nearly to the letter and movies we'd have to see to make a judgment, but for some reason, he thinks it's okay to ignore them on tv shows.
I personally hate SpongeBob and while I allowed a SB birthday theme at ILs house, we did Backyardigans at my mom's. It's Y7 rating and he's 4 with the comprehension of a 3 yo.
just about anything they watch or play we have to watch or play first. we don't necessarily go by ratings. on games we go by what we know they can or will be able to learn to play, amount of violence (has to have almost none), language, and annoyance factor. Things they watch is about the same, but that also has to be just not mindless.

Guess I'm in between. On the game room tv, we have the parental controls on. I have an 11 year old, and some of the PG13 stuff is fine for her. So, I allow that one, I use the controls on anything higher and I add stuff on there. If I've seen a tv show/movie/video game and I think it's okay, I will allow it. If I don't, I don't allow it.
SpongeBob is not allowed in our house. I think it's a horrible, stupid show.
