If they are an infant to one year you could do a bath in the sink. We only had a stand up shower with my first and we just took her in the shower with us. Now (5) she loves showers and my 3 yo doesn't as much.

If that doesn't work(the sink)get an infant tub and use that or if anything a small swimming pool can also serve that purpose. I've found that at least with my two one loves a shower but the other does not and when we were without a tub the pool is what I used once they became too large for an infant tub.

You can get those plastic storage things too, they vary in sizes and work great as little tubs and fit right in the stand up shower. SIL had this problem!
