If your program isn't there tell me and I can look for a tut or you can go to the adobe website and download a trial version of photoshop and use that. You get one point for posting your before and after photos and one point for scrapping the pic[s]. And the points are the same for 1st, 2nd and third place.
I can never find tuts for my program (PhotoImpact) so I just usually mess around with the color and brightness. Here's my attempt with a pic from Nathaniel's first Christmas. This is one of my all time favorite pics, and I haven't even scrapped it yet!
I've got photoshop cs3e. If you take the magnetic lasso and select the eyes and then copy them, you can lighten them with edit>curves and then take the unsharpen mask to it.
I have CS4. What I do is select the eyes and use the quick mask to get JUST the eyes selected. Then I copy them into a new layer. I use color balance, as well as brightness/contrast. Then I usually sharpen them.
