What age would you say is too young to visit a grave.

I wanted to take the girls to visit my mum's grave on saturday as it would be her birthday, but Scott feels that Penny's too young.

I think it's fine, I just wouldn't expect her to necessarily act in the way you typically associate with a grave visit. She's possibly going to want to run around, touch, play, explore, etc. She's not going to be somber. As long as you're okay with that it should be fine.

Exactly, she is too young now to have any idea of where she is and what it means. Death is part of life, so i don't think there is any age that is too young.
