Ok, it seems kind of silly to say that the guidelines are no longer based on the car seat. It seems like they'd have to be based on the seat because not all seats can be backwards. Maybe it's just poor wording on their part, but I can see some idiot putting a forward facing seat in backwards and not properly attached simply because the guidelines say go off a certain age.
