Aren't rosemary and mint supposed to be perennial?

I don't think mine are coming back.

I have lots of thyme, chives, sage and some oregano and tarragon that have come back.

Rosemary is perennial up to zone 6. If you are in a colder zone it will die off. I am not sure what the cut off zone is for mint.

My rosemary died but the mint came back.

We have mint in the pastures so I don't plant it, but it comes back every year here and we would be colder than you guys.

Mine have always come back in the past but this past year I don't know what I did to them. Nothing came back, I don't even have chives and they usually grow back no matter what you do to them.
