Well, in Toronto, you could expect the first snow fall as early as October. Then the last snow fall could be as late as April! It all depends on the year...
Anyway, now if your looking for super cheap jackets and don't mind second hand, you could go to the Salvation Army stores... as for cheap and not second hand, Wal Mart is usually pretty good. That's all I can think of right now...

Walmart, Zellers and those places are good. I would check out some second hand stores. Quite often they will have a good stash of maternity clothes and jackets. You can try goodwill but also there are lots of little privately owned ones around to.

My main places that I've been getting maternity clothes are Old Navy.....the one in the Eaton Center carries mat clothes....I dunno how often you get right downtown? The other place I go to - I just love - http://tinyurl.com/bg8rw
It's a warehouse outlet, so you have to go thru the stock, but their prices are great! Erm, a word of warning if you do go visit, don't be put off by the area! It may look a little dodgey, but it's worth the trip!!
But you can't beat the second hand/thrift stores for the real bargains!! If you're going to check some of those out, you can always call ahead to make sure they have a maternity section to avoid being dissappointed!
And winters here do suck. There's no way to sugar coat it! I usually try to get 2 layers + coat (usually a tshirt & sweater, and try to wear heavier/thicker pants). Oh! And Wool socks are the best!! This is going to be my first pregnant winter, so I dunno if it'll be different. Get a really good skin moisturisor!! That is VITAL!! Trust me on that one!
