yes they are thin, not there to cushion but to keep arms and legs in... mine is pulled tight enough so that I think a baby's head would sort of bounce against it instead of hitting a rail but no idea if it'll stay that tightly pulled with actual use so I wouldn't consider it a bumper so much as a guard against arms/legs getting stuck. I'm happy with mine so far but have no experience with a crib w/o one or with a standard bumper as my first DD didn't sleep in her crib ever.
