Kelsey is sleeping from about 9pm to 7:30am. So, on a typical day, I am feeding her at 7:30am, 10:30am, 1:30pm, 4:30pm, 7:30pm....and then depending on how sleepy she gets between 7:30 and 9, she might have a few ounces. If she sleeps all night, the first bottle of the day, I just started making larger (5 oz.) since she seems to be starving when she wakes up. The other bottles are 4 oz. So basically she is getting approx. 21-23 per day.... that doesn't seem like enough...should I be bumping her up to 5 oz. at every feeding?

I think as long as she seems satisfied, wetting diapers, nis not dehydrated, and gaining enough weight you are good. Follow her cues she will let you know when she needs more.

She's been a little fussy lately so I am going to bump her up a little because maybe she is hungry.

Remy is on a very similar schedule except drinking about 5 oz everytime. At first I felt the same as you since he sleeps through the night but I figure if he's hungry, he'd wake up

I agree with everyone - she'll let you know when she's hungry.

I am joining the chorus saying that if she is hungry she will let you know. If she has been fussy she could very well be hungry so I might bump it up, especially if she is acting fussy right after feedings. Just follow her cues mama and you will be golden!

^This. She'll let you know if she's hungry. If you're worried, you could try bumping her up to 5 oz and see if she wants it.
