I guess it depends on what it is they do and how the child has been progressing. If they're getting into things in an obviously deliberate manner that you know they know they shouldn't do then I don't see how time out could hurt.
I have been using timeouts on both kids since the age of 1. The kids have responded well. However today DH was home when Susu was put into timeout and she sits well and the whole time she says "Mama I sorry Mama I very sorry..." breaks his heart but we gave her every chance to listen to our request and she refused in fact she was defiant. So off to time out.
