Strictly speaking, they recommend you have no stuffed toys or lovies or soft loose items of any kind in the crib. So I don't think you can say it is 100% safe. I would personally wait until after 6 months before using a lovey like that, or until they get savvy with using their hands and manipulating objects.
Porter has a lovie that I put by him in the crib. I may end up moving it once he's rolling over in there and stuff, but he loves it when he's awake and I sleep with it if I get a nap when he naps in the swing so that it smells like me and is comforting to him when he's in the crib.
Tristan has a few lovies but most of them do not go in bed with him at night. Except for his little otter which he has become extremely attached too and he refuses to sleep unless holding it. And if I don't give it to him he rolls over on his stomach and puts his face into the mattress and cries til he is sweaty and red faced. With Mr. Otter he will at least remain on his back.
