Mine did that. The advantage of the 2 hour test is that you don't need a retest. If you fail the 2 hour, you know you have gestational diabetes. Also the dose of glucose is a bit smaller than for the 3-hour test, which is better for you too.
It is standard procedure in France to order the 2-hour test directly now, and I think more and more places are just doing that.
You do need to be fasting when you go in though. If you can sleep for the 2 hours that's ideal (I slept one hour, got the blood test, and slept through the 2d hour too!). It really isn't so bad.
I'll be doing the 2 hour. When I asked why it's 2 instead of a 1 and a 3, they said the 2 gives the same result as the 3. It's a new standard & is widely used in Europe. Places in the US often still do the 1 & 3. To be honest, I'm kind of glad to just do the 2. I know several people who failed the 1, but passed the 3. Less worrying!
