I use a dry pail for many reasons. Let me list a few...
safety---wet pails can be a drowning risk
convenience---too heavy to fill and lug around a pail of wet diapers
wear on the diapers---maybe if all you had was prefolds but elastic wears out with the constant moisture
bacteria/ammonia issues---think of the things that could grow in there
My routine is very easy for storing. When the baby is only on breastmilk you just toss everything into a bag as you go and then into the wash every couple of days. When the baby is on solids or formula, scrape or spray off the poop and wring out the diaper. Toss it into the pail for wash. Liners work well at this time also. I don't even rinse out urine....no need to get it more soaked. Open liners in trashcans keep it open to the air and the smell is not bad at all. It also dries the diapers out so there is less chance of molding or anything along those lines.

Late posting but I am another fan of the dry method. We use wet bags but I put dipes and wipes in there dry (solids shaken off into the toilet). I think soaking them causes the poo to soak deeper into the diaper making it harder to clean.
