There is no stupid questions! A 28 day cycle would be from the first day of flow until the last day before the next flow starts (assuming ovulation is confirmed. If ovulation is not confirmed, bleeding doesn't mean a new cycle).
Do you mind if I ask, are you predicting your fertile days by counting?
28 day cycles aren't all that common anyway, only 12% of women have them. It's normal to have cycles that are longer and shorter than that, and for the length to fluctuate from cycle to cycle because the time of ovulation can vary from cycle to cycle.
