Have you used a hormonal contraceptive within the last year (or 3 if Depo Provera)? That can damage the parts of your cervix where good quality mucus is produced and it can take some time for it to heal again.
It's hard to say just how fertile you are until you actively try to conceive, but a lack of good mucus can be an impediment to conception - yes. BUT, I can't say if that is the case for you without knowing more about your unique mucus pattern. Even if you never SEE mucus that is stretchy, do you have times that you notice feeling very wet or very slippery? Some women just don't get a lot of visual mucus, but can monitor their fertility and have no difficulty conceiving based on what they feel - because the vulva is so sensitive it can feel the presence of mucus when it would take 10 times the amount to actually see with the naked eye.
If you don't have days that you feel wet or slippery, it could indicate a problem. Fortunately, there is a lot that can be done to improve cervical mucus production!
