Dotted CHs means that FF isn't 100% sure of the ovulation date and more information would have been helpful. That could be anything from OPKs to CM or CP.
The horizontal line is your base line. It calculates that based on your pre-O temps to help identify and evaluate a thermal shift. If you have higher pre-O temps you will have a higher base line and vice versa.
