CD28 looks correct to me. To confirm ovulation, you need 3 temps which are at least 0.2 degrees higher than the previous 6 temps. The CM also needs to dry up. CD20 doesn't show a strong thermal shift and the fact that the CM didn't dry up at that time is confirmation that you didn't ovulate then. So far, everything seems to line up for CD28.
