I should be about to have a temp rise and yet as you can see by my chart my temp keeps going down. It has never been down this low. Am I doing something wrong? Or could this be normal?

It could be completely normal. Just hang in there, you're still having fertile CM - so you can't confirm ovulation just yet, therefore it's perfectly normal that the temps haven't risen yet. Hopefully very soon!
