As far as my understanding goes... low, firm and closed is an unfertile state for your cervix. It becomes high, soft and open leading up to and on and a bit after O day. After you've O'd it begins to return to low, firm and closed.
You may be having an anovulatory cycle (a cycle in which you do not ovulate, but still experience bleeding like a period at the end of the cycle). They are common. Lots of women have them... even I've had them.
From looking at your chart, there is clearly no thermal shift, so you can be pretty sure that you have not ovulated yet. It is possible that you will ovulate later in this cycle or you may not ovulate at all this cycle.
