When you have the EWCM is that prior to ovulation and while you ovulate? I guess my question is are you fertile the whole time you have EWCM?

Yes, you are fertile the whole time you have any kind of CM leading up to ovulation. CM during the earlier part of the fertile phase locks away sperm in the crypts of your cervix if intercourse occurs during the days leading up to ovulation. Sperm can stay there for 3-5 days. Closer to ovulation, the CM may become more like EWCM and this mucus creates channels through which sperm cells can travel quickly - whether sperm cells that just arrived on the scene, or ones that were locked away a few days before. The CM also sorts out the defective sperm cells from the healthier ones.

Ovulation is most closely associated to the LAST day you notice slippery CM. It usually occurs that day, the day after, or up to 2 days after the slippery CM disappears.

Hope that helps.

I would consider yourself fertile any time you notice ewcm. Sometimes you can have ewcm during the 2ww or other times in your cycle but if you are ttc I think you should always consider it fertile unless you are confident you have already ovulated from looking at your chart.
