made cutouts of the girl and then merged the two original photos together. created a new layer over the merged photos, created a rainbow gradient and put it into the new layer. I then clipped the gradient layer to the merged photos (DO NOT MERGE THEM YET!) resize the gradient layer to fit, and then play with the blending mode till it makes you happy. i used soft light.

for text: after making sure you have no typos (i tend to make a lot of them then get so frustrated) simplify your text, duplicate it, create a new blank layer, make your gradient the colors you want, put gradient into blank layer, clip gradient layer into simplified text. then I used the glass text tutorial, but changed it up some to get the beveled/shiny effect. if happy, delete duplicate, if not, delete one you just did and start over with the duplicate.

that understandable or do you need more detail?
