I think it is a great start! You did excellent on the eyes. The rest of the pic does looked washed out though. That might be the look you were going for though. I like to make the eyes pop too. And the skin be all nice and smooth. What I do is use the blur brush to smooth the skin, avoiding any areas you wouldn't want blurred. i.e. defining edges of nose, eyes, mouth, jaw you wouldn't want to blur. Then I use the dodge brush to lighten the eye a bit. Then I use the sharpen brush on the eyes to make them nice and clear.
