When a kit is marked "for personal use only" that means that you can make something for yourself with your pictures for your own personal use. However when you make something for someone else, this makes it not personal and thus violating the TOU. Unless its ok for commercial use than you can make it for whoever you want. I don't make siggy's here, but I do elsewhere and I, recently, have been crediting the kit maker and linking back to their site. I've found that's the best way to get around that "Personal Use Only" thing. And the reason the makers are being strict about this is that some people will take apart elements and use them for themselves. I'd also be sure that when you make a siggy for someone that you flatten it to make it that much harder for someone to disassemble it. I hope this makes sense.
no you do not need commercial use. just look for something that says s4h or s4o. also on JM we ask that siggies made here be used here and not elsewhere unless asked by the maker first, and thus it does not violate the tou.
