2 options.. duplicate the layer and the one underneath make the stroke a larger size so it will show.. or you can just do "outer glow" and stroke on the same layer.. but it wont be crisp like the stroke.
there may be another way but this is how i know how?
add your first stroke but make sure you make it the size you want PLUS the size of the next stroke you want to add. add a new layer, merge the stroked layer and blank new layer. next add your second stroke.
ohh make sure your second stroke is inside, not outside.
