I bought a three pack today (my SIL gave me some left over coupons). I'm wondering since my IC's are 10miu and the test is showing so light if the first response is not as sensitive it may show as a BFN. I looked everywhere on the directions and I don't see anything mentioned.

I heard the same about CBE digitals. Also I just read a report where all the brands were tested (not the internet brands) and FRER won as most accurate at lower levels. They said even though it was rated 25, in some cases it registered as low as 7!! Not in every case of course but had great results.
I have not had very good luck with them. I've tested negative at like 12 DPO on more than one pregnancy...only to test positive a day or two later with another brand. They DO eventually turn positive for me but not till my period is due...maybe the day after or day before...
Some are 25 mIU/mL (Think dollar store brands, and it'll tell you on the box)
Keep in mind that many women will show positive very early, but others will not make that much until after their period is due, and some even after that. And even for women who do have plenty of HCG to go around, many do not have a good output in their urine so sometimes pregnancy tests can be a false-negative.
For Blood HCG:
Lab value HCG levels in the blood do vary from lab to lab. Anything over 15 mIU/mL is pregnant in some while others say anything over 25 mIU/mL is pregnant. The key is doubling time/HCG value increase (66% minimum every 48 hours).
