I just found that on another forum and they were speculating as to the meaning behind it.

Lol my take is that the school kid is so bored that the idea of emtying a bin sounds like an interesting excursion and the home kid already has interesting things to do such as playing!

I'm not exactly sure what it means. It really could be taken a couple different ways. I guess the intent depends on what the author's opinion of public and home school is.
