I think its only when accepting money, I know I use it to pay out all the time, and am never charged.

There are only fees involved if you have a business acct (I think they call it a premier account?) and are receiving money. I have a personal account, so I can send and receive money without fees.

If you'll only be using it to send money, then it doesn't matter what type of account you have. You'll never have fees for that.

if you have a reg account the only time there are service fees are if someone pays you by creditcard not funded paypa; (funded is having money in you pp act ie you sold someting, or if you have a creditcard hooked up to the paypal account and a banks account on it)
if you have a premier account u are charged fees on everything

you can accept 5 credit card payments on a regular personal pp account, the service fee would be 4.9%+.30....if someone pays me with a credit card payment i ask them to pay the fees, you can got to ppcalc.com to figure out fees

hth if you have anyother questions let me know

Is your paypal attached to your credit card? They may have a policy where the buyer pays any paypal fees.

Edited to fix grammer/typed too fast.

I have a premier account and I'm only charged when I receive money, except when I get paid for surveys. I don't get a fee for that.
