There are several different types of software you can use for scrapping. PSE is a good program if you're just getting started. It's on sale at Best Buy right now for $69.99 Or you can download a 30 day trial at Adobe's website and there are tons of lessons on the siggy board that will help you get familiar with the program. how do you digital scrapbook? Once you find the digital kit you want to use, you pick a paper and some "elements" to dress it up and add a picture of your choice
Certain programs? I agree PSE is good, especially for beginners. I have PSE and I like that there are a lot of tutorials and other people around that are familiar with it to help me learn more tricks
Are they expensive? It depends on which one you choose. Just as Linz said, you could find free trails online too.
As far as the kits, I have never purchased any. There are a lot of wonderful artists out there that are kind enough to create freebies. I have found several!
Is it hard? It's pretty easy once you get the hang of it and it also depends on how much work you want to put into it.

I use PSCS3, but I agree that PSE is probably the best program to start with. Digital scrapbooking you can use freebie kits to start off with and see how you like it and then use paid kits if you want. There are tons of freebies out there to get you started.
