Are you using adobe? There are several different ways you can do this. If the picture you want to insert is a different file...what you can do is:
1. Go to FILE > PLACE and select the file that has the picture you want to insert. You can then shrink it or make it larger with the little box that is around it. When you are done, I can't remember, you either double click or right click and hit okay or something. The picture will then clear up...it may be kinda fuzzy looking up until this point. This only works WELL in the CS versions of photoshop I believe. You can do it in older versions...but it is a more complicated route.
2. You can open the file that has the picture you want to insert. Click on the layer that the picture is on in the layers pallete, right click and choose to duplicate layer to the blinkie file you are working with. That will add it to a new layer in your blinkie. You can then resize etc..using the transform options under EDIT.
3. Or just use good old copy and paste. If you see a pic you want to use that is on the internet, you can right click and copy and then create a new layer and paste it into your blinkie...edit it like above.
Now...if you are having issues beyond this...let me know. The type of file and mode it is in may affect how it looks in your blinkie or you may not be able to use certain pictures due to the layer being locked...there are fixes...just let me know what your problem is when you get there.
